The Activate Artsakh project seeks to elevate the character and qualities of Artsakh Avenue and the nearby public alley and passageways, in order to create enticing, dynamic and visually invigorating pedestrian-friendly spaces and passages within the Arts and Entertainment District that attracts visitors, supports a variety of art, cultural and entertainment related options while maintaining adequate parking and traffic flow.
 
The District generally extends along Artsakh Avenue between Harvard Street to the south and Wilson Avenue to the north. Artsakh Avenue is anchored at either end by prominent civic and cultural venues – the historic Alex Theatre to the north and the Downtown Central Library at the south. It is home to the Exchange and Marketplace developments.​
